Yes, 25 mW on 5.8 GHz for analog video transmitters in the EU. WiFi protocol would allow more, but makes for a more complex system with no ready-made cheap hobbyist solutions. Buy or make good antennas to make the most of 25 mW. Look into circular polarization. High frequencies reflect a lot and multipathing is very detrimental to video reception, but circular polarization with good antennas makes a system practically immune to it.
