I am a graduate student and I plan on conducting research with the aid of a r/c plane mounted with a live-feed video camera. Pilot would be flying line-of-sight while another individual used the monitor and camera. This would be in military and public airspace, though half of the military airspace is open just like any other airspace. The project is also funded by the Department of Defense. Assuming that the military is all right with us operating in their airspace and we coordinate with them, would I still need FAA approval for the project or could this fall under standard r/c regulations? Thanks.

I believe that as long as you remain at or below 400 feet and within visual range you will not have an issue with the FAA it is not like they have inspectors hiding in bushes. Your real problem is going to be deciding what your liability tolerance is going to be in case of an accident.
