As of this writing - the Philippines has three UAV or drone operators that are fully certified by the Civil Aviation Authority of the Philippines (CAAP) that has been granted RPA Operator Certificates. With certified controllers, aircraft and organization.

And we have at least a couple of dozen RPA Controller Certificate holders.

Here's the link to the latest amendments to the Philippine Civil Aviation Regulations. And these apply only to commercial operators. Recreational operators have to abide by the regular rules of 400 feet, LoS and 10km radius from the airport - and need not register their drone, get a controller certificate (license) and an operator certificate.
