I am working on a quadcopter using APM 2.8. There is a problem, when i throttle up my quadcopter the motor #1 can not start until throttle reach at 1500. Can anyone tell me about the solution?

I think you should do a calibration for your ESC (electronic speed controller). Please refer to your manual of ESC.
