New batteries - voltage only 16.30 after charge cycle

Hello,

I have a new Solo I purchased last week in addition to a spare battery.  I have less than 5 cycles on both batteries.

What I've noticed is that I can only measure 16.30 volts on the batteries after a full charge cycle.  I've measured with 2 volt
