Wayne Garris passed along this important update on the FAA UAV rulemaking process and what you can do to ensure that we amateurs continue to have a safe and lightly regulated place in the sky. (Short form: contact Robert Blair below and express your support for the creation of a new organization to represent amateur and small commercial UAV operators)
"Just giving everyone an update. Scott McKinnie and I had what we believe was a successful trip to DC. We believe that we can achieve an exemption long before the FAA makes rules and that is encouraging. Attached is a summary of the trip, the “Guidelines” for the exemption, FAA certification summary, FAA AC91-57 on model airplanes, FAA UAS rules, an explanation for the exemption, and most importantly a “Call to Action” to create a national organization focused on UAS for Natural Resource Management.
Scott and I opened the door and started the ball rolling, but we need your help now. Please forward any or all of the documents to customers or anyone else that you believe would benefit by creating this organization. If you have further questions please contact me. Thank you for your time and I hope to gain your support.
Sincerely,
Robert Blair

He also provide several helpful background documents:
--Call to Action
--FAA Certification Summary
--DC Trip Recap
--THE NEED FOR AN EXEMPTION FROM FAA RULES GOVERNING UAS OPERATIONS
--FAA Notice of Proposed Rulemaking
--"UAVs are Coming" (a 2006 article on the problem of UAVs in the US airspace)
--GUIDELINES FOR UAS EXEMPTION FOR NATURAL RESOURCE MANAGEMENT
--FAA Advisory Circular 91-57 on Model Airplanes (original 1981 FAA rules that grant exemptions for model aircraft)
Robert did not post that, and I don't know if he post's here.
Just give him a call, he's nice guy..
Zaner mentioned you to him in the meeting that he was helping you with your COA so he knows a little about you already I guess..?
Count me in as a supporter. I know the agriculture work doesn't fit the criteria or knowledge base of many AP'ers. Our interests are best served by those of us that work the ag issues. Contact me if there's anything I can do to help.
Well, we don’t know who made the ARC final cut. I have a list around here somewhere of the potentials that were mentioned a year ago, at that time it was only fifteen.
Maybe I should inquire about chairing the Chair Warmer Committee, if it's still up for grabs?
well lets see ive done every thing from slowsticks to 1/2 scale gas and i have flown with the guys at georga tech who fly a yamaha r-max i think i could contact some one in every uav field from foame hobbiest to military guys . I know billy hempel is big into uavs. thats not the problem, the problem is getting everyone onboard one effeort.
I also think we should take all the help we can get but it should be a coordinated effort. We tried to come at it from more than one direction 3 years ago and the RCAPA gurus got everyone banned from RCGroups. They want to be the only game in town and can't hack it.
Nobody in RCAPA going to these meetings has any experience other than foamies and flying wings. No large gas planes and no helicopters.
In the announcement the FAA wants representatives who can speak authoritatively for their segmet of the industry. There aren't too many with those qualifications. Chair warmers will not do us any good!
I think these guys have made a good contribution to our efforts. "Results" don't happen instantly. We are being run over by a governmental beauracracy and I for one think we need all the help we can get. We also should explore every avenue open to us and come at this from more than one direction.
Yes L.O.S. and manual overide is mandatory. As far as "diversified intrests "go , the more people you can get on your side if you want to change the law in a democrocy the better. Lets not forget a GWS slow stick has more in common with a 747 then not.

I didn't realize you were just North of me. My involvement with Ag RCAP can be read about here.
