The FAA seems concerned about drones as a terrorist threat and a lot of these laws relate to neutralizing ways of creating weaponized systems. Weight, line of sight, flying over crowds, more than one aircraft.. mental conditions. Quite the american thing to do. They also have vague laws("Operators must not run careless operations") which can be interpreted freely when the state needs to exert their influence.
