That depends on how their algorithms work. Given the short length of the course, it is plausible the UGV's could operate from vehicle relative coordinates and never utilize GPS / global coordinates in any manner. They would need good odometry and state estimation. Or utilize SLAM during GPS outages to update position. GPS is not the end-all solution and has been proven to be less than optimal for many situations. It is certainly beneficial but not required for autonomous operations.
No base stations sux. He thinks DARPA is the same as DARPA Grand Challenge. Hopefully everyone already tried navigating around 2 story buildings with narrow alleys. The UAV's are just going to fly anywhere they want while the rovers lose GPS contact in the alley & run into cars.
