World altitude record 8365m ?
This flight was near Murmansk, Russia (GPS location is in the video, at the top point).
This place is very sparsely populated, there are no air routes, and there is no restriction on height for models.
Disclaimer: Here in the USA it would have violated the 400ft ceiling unless it had been an FAA authorized event.

Zephyr was fuelled by real ale in the design stages. I did see pictures of a tall fat bloke watching the launch.
There have been plenty of flights above 9000m too many to mention. Its not a record unless properly sanctioned it took several weeks before QinetiQ got their paperwork dotted.
Any flight just about anywhere is not permitted for a model once it is outside of the operators sight.

At the same site, it was written that they work in the aviation and seems to know when and where to fly planes and allowed to fly models.

Also, I am not sure it is very wise to assume that there're no planes in the air at 8000 meters.

You are very much mistaken if you think that your flight was legal. You can get into a LOT of hot water if a wrong state official comes across yor post.
