Digital IO pins

I would like to start a conversation to help me understand how digital IO output works, whats with IO pins being high and low (on and off), how to identify the state of a device when certina pins are and high and low, etc....

    are you asking how to sense if a pin is hi or low when connected to some sort of voltage sorce say the pulse train from an rc reciever?

    I may have it backwards, but high and low refer to power being up in voltage or down.
