I ve been thinking about going copter, since testing the plane involves waiting for the right weather conditions, does the copter use the same apm + oilpan as the pilot , what differences would there be, is a quad rotor in no need of servos? how developed is the software, just asking a few questions

So basically all i need is a frame, APM, Oilpan, 4 motors, a battery , tx /rx and ...4 ESCs ( do they have to be ones that deal with I2C) or could i get 4 esc and I2C - pwm converters , or is that taken care of through apm & oilpan?

Yes, same electronics.
No servos on quad
APM software is more mature than ArduCopter, but both work well.
