I'm working on testing the electronics for my first ArduPilotMega build.  When I enter the Arduino Serial Monitor test mode 'test', 'radio' and move my transmitter sticks, I see the input values changing for 4 of the receiver channels (so far so good).  However, the 'OUT' value changes only for 3 of the values (out 1, 2, 4).  OUT 3 never changes.

Since I can see the input values changing, it seems like the transmitter, receiver, and jumper are all setup correctly.  Could this be a software configuration?
