Ch 6 Tuning for Rate P

I feel bad for asking but....  I need to tune Rate P for my Quad using the Ch 6 tuning feature.  The values I see when I enable "tune 4" are in the range of 0 - ~40.  The typical value for Rate P is a decimal figure of about .14.  There is not enough resolution on the control to finely tune that small of a number.  What am I missing?  How do I translate the number that appears in Tune to a value for Rate P?

    If you whant more accuracy reduce the travel range of servo on your radio.
    I use Futaba T12FG, my ch 6 are assigned to a dedicated digital trim for fine tuning (T6), with 3 level of excursion.

    The value is 0-3 divided by 1000. That would be .15 for halfway and .3 at max.
