I'd like to be able to detect the location of a quad-copter with a high degree of accuracy and precision. "High" in this context means m-scale, maybe even better if possible. Budget up to 10k if necessary. Is there a technology that can do this? I know DGPS + IMU gives some estimate, but the errors grow from the IMU over time. Is there some radio echo-location technology that might do this well and cheaply? Any other ideas?

Have you investigated RTK with coors network (in USA) or else RTK with base station? Best resolution (sub inch range)
Some receivers are already on ebay or other classifieds.
Just for future reference, the California Real Time Network (CRTN) offers public single-port access to their statewide RTK reference stations for free. You just have to ask for an account from the director =)
