I notice in the posts of the newest versions of mission planner it is shown with the instruments at the top with the HUD and Sat view on the bottom. I've searched around for hours and can't find any clues on how to move the instruments up from the default bottom left location to the top.

Most of what you wanted, though not exactly what you describe:
Open MP. Select Gauges view. Double-click on HUD. This will detach the HUD (move it out of the way) and expand the gauges to fill the whole left part of display. Move the left border of the map display leftwards, (and the main outermost borders if needed) until gauges get smaller and four display in a row (if you want that, I like it). Position HUD where needed.
