oscillate abnormal

Hi,as you can see in the video, the copter keep oscillating strangely. At first, I thought it was just because rate_p has been tuning too high. Then I lower all of the PID parameters but problem is still there. I've been trying to set only one propeller on the motor, working the same. Seem like the the motor keep changing his speed. That's really weird. Does anyone can help me solving the problem? Thanks~((Using XXD 1800KV motorZTW 30A EscAnd Apm2.6
