Is the throttle controlled by the APM during RTL? During RTL due to failsafe? I ask because I've searched in the documentation, and I can't find an answer for this.
Because a RTL due to failsafe implies that the receiver is sending a throttle command below the configured window in APM, the throttle APM uses during RTL must be either preconfigured or adjusted to hit an airspeed.
Note that I am not asking about the throttle value needed to elicit a failsafe. I am asking if APM commands a nonzero throttle during failsafe if the receiver is essentially commanding zero throttle.
When I put my plane into TRL failsafe, the throttle stays at zero.
Am I missing something?

Did you try the RTL while on the ground at the boot up point? I did that and the throttle didn't work. Once I tested it in flight the RTL worked perfectly with throttle control. The APM must know that it is not in flight and already at launch point so it will not spin the motor.
