Setting Failsafe turnigy 9x with frsky receiver

hi guys,

i have been trying to setup the failsafe by setting the pmw on the throttle. but when i shut down my transmitter the pmw remain the same. i think i should setup the frsky receiver right?

i was thinking maybe it's an internal failsafe in the frsky receiver to maintain the same pmw even when the signal is lost.

any ideas?
