Yesterday we tried to test GPS hold. We activated it at an altitude of about 10 feet then it started moving around in a somewhat circular pattern and then it started losing altitude. It touched the ground a little bit then it kept flying and then we stopped it since we were afraid it would crash. Should GPS hold only be activated at a higher altitude? If so which altitude is recommended?

In generally you should have at least 4-5 meters under quad before you activate pos/alt hold. This is due data getting out from GPS and Baro are not so accurate and they can change -+3 meters. Actually GPS altitude can jump -+100 meters in matter of minutes. GPS is one most unreliable way to measure altitudes. For some people it works really great but not for all.
