How do I operate the relays?

The instructions may as well be in Martian.

1. Which output do I connect to? Is it A9?

2. Please explain the digital pins. That totally eludes me.

3. How can I test it on the ground? I do not see any controls on the "Flight Data" screen.

    Digital pins carry enough current to power a relay coil. You need to use a speciality RC (PWM) controlled relay like the PicoSwitch, which can be connected to one of the output channels.

    Not sure what you mean by relays. There haven't been built-in relays since the old APM 1, which was retired several years ago. Can you please explain more about what you're trying to do?
