I have enclosed both the declination of my site as well the which error is pop ups every time.
Still once i entered like this it is automatically changing to 0,-28 please help me out changing the declination in the negative or any other process are present to rectify this problem please help me out guys.......?

I think it's a mission planner issue because that error message is not from anything in ArduCopter. By the way, there's probably no real need to set the declination manually, the auto declination is normally fine. A degree or two of difference between the two isn't going to make a difference to how the vehicle flies I think.
But the auto declination is not available every where in the world right ? because of the internet connection must needed for declination ! can I make it as " -1 , -32 " ? or "1 ,32" ?

The declination is available for everywhere in the world. It uses a compress lookup table inside the arducopter software. I've so far never heard of a situation where the manual declination was required to solve a flight problem.
I have decide something for this issue why can't we make it as for west press "W" and for the east we can press "E" after entering the declination in the Mission planner is that a bad idea ? still Iam entering through manual it's still Error !

No sure really. The Mission Planner is really Michael Oborne's baby. I'm more on the flight code side so I only make suggestions about the MP and don't make any software changes to it. The issues list for the MP is here. so feel free to raise requests there.
