Drone Fly Away Fix debugging

Tries to happen to me all the time, I have to watch like a hawk. I have spent a great deal of time thinking about this and the only solution I can come up with is a Geo-fence. (Think Mission-planner or drone planner) BUT they don't have a minimum altitude for some reason. They also currently cause you to land or RTH. They should just act like a fence. (We are in New England and are surrounded with trees and water. We do NOT want to land.)

The other part of the problem is GPS has been very unstable the last few weeks. (GPS has even had my car on the wrong road several times.)The only solution I have come up with to that is a ground reference that transmits GPS corrections to the copter.
