I throttle the motors and after a few trials, suddenly the throttle lost steam and the power to motors diminished and some stop.
Is this the sign of low quad lipo battery?
And if so, why the power loss is uneven.

Yes, time to recharge. ESCs have different low-voltage cut-offs, so you may find one motor stopping before the others.
