What happens ot should I say should happen at the last waypoint?
I did not tell it to land but it seemed as when it got in the waypoint circle it landed.
Also If I set the wp circle smaller will it try to get closer to the actual way point?

Yes, if you set the WP_RADIUS to be smaller it will need to get closer to the actual location before it considers the waypoint complete.
I always at a Return to Launch command at the end of my missions.
Yes, that's what it does after the mission is over.
