Can't tune out choppy alt hold throttle

Have fairly light weight and powerfull 410mm quad running oneshot ESCs. I get a Choppy throttle response in alt hold, throw altitude holds ok. I'v set the Loiter and throttle accl pids as low as mission planner will allow: Loiter alt P:1 and throttle
