Motors are super weak! Please help.

'Ok I have tiger motor 3506 pancake motors that are 620kv with 12 in props on 4s and when I give it full throttle it's super weak maybe climbs 3ft a second. My friend has the same setup but without the APM 2.5 and his has stupid power. What do I need
