"You can still test the board on its own. just connect the power board to the pixhawk, and the gps + compass. when outside power it on and see how quick you get a green light. you should at least not have any accel and gyro errors.

No the capacitors should not be bridged. Use your phone with max digital zoom to check that they are not touching the solder bridge or themselves. If they are, just drag your solder iron quickly across where they bridged to free it."
