Actually it's 3DR's rather sane Colin Guinn, who did an excellent job presenting his material and seemed to impress Chairman Lamar Smith.
Colin Guinn, an executive with 3D Robotics, released the unmanned aerial vehicle during a hearing on the subject of drone development, much to the amazement of the committee’s chairman, Representative Lamar Smith (R., Texas).
“I was hoping you’d fly it around the whole room — not just one location,” Smith said after the drone landed.
“You said no haircuts!” Guinn joked back. “We could have arranged that.” A disappointed Smith admitted he set those parameters before the hearing.

I don't know the whole story I guess.
@Sgt Ric - I wondered the same thing but my comment is now missing. Regardless, 3DR copters aren't designed for flying indoors so it was probably a good move. Hopefully there we some 3DR products on display though.
Smart move! If it had lost control and ripped one of the reps heads off, Colin could just blame the French :D
I just can't believe it.
The hearing is available for viewing in it's entirety here. Some highlights:
00:30:00 - Colin opening talk and initial Bebop flight
01:16:45 - Discussion on Droneshare.com and overview of some of the technology integrated into Bebop hobby grade drone
01:19:00 - John Hansman from MIT talking about what is possible
01:38:15 - discussion about approvals, safety, risk, cost
02:02:00 - identification, insurance, video capture and storage, vin ID, control integrity
02:05:30 - second flight demonstration of the Bebop (get saucy with it... but stay above 2 feet!)
Just brilliant!
