To my knowledge the first time a "major" news publication picks this up ...

From the 3/11/16 Edition of Newsweek Magazine:

The U.S. House Energy and Commerce Committee heard testimony in November on whether and how to regulate unmanned vehicles. This drone did not testify.

    So according to the bureaucrats, for 60 years the FAA has simply overlooked registration of model aircraft.

    This should be a slam dunk reading John Taylor's lawsuit. I have not registered and don't intend to unless the courts side with FAA. If they do, the system is definitely broken and laws can be made up or ignored by these draconian overreaching agencies. They need to be reined in.
