That's taken slightly out of context by Crikey. They are restricting just about everything, hot air balloons, parachutes, ultralights etc., not just model aircraft.
People seem to assume that restricting these kinds of things are because of the threat of someone flying an explosive model plane into a target. They watch too many movies.
It's not so much that in my opinion, it's more the ability to have an eye in the sky, seeing exactly the movements of people/vehicles.
