Compensate PIDS for too powerful motors?

Hi Is there any hint you can give me maybe in PID tunning to compensate for too much powerfull motors for a frame,

motors= NTM 2826 1200kv, prop 8x47 and fram DJI flamewheel

my friend cannot hover due to climb as a rocket!! on 4000 4s, do not have 3s bats)

    Try tuning down the PIDs for P and IMAX in stabilize mode. The default values are P=4.5 and IMAX=8. Try 3 and 6 and see if that doesn't help. If not try lowering the values. Keep a 2 to 1 for IMAX to P. Good luck. When I run 4S battery I get more power and I end up tuning these values down to get a more stabile flight.
