I am a beginner, so please be considerate towards me.
I have a 4 in1 ESC with 4 x 25A rating and quad with pixhawx MCU
When I tested the motors of the quad with the ESC, it draws up to 9A current with 680g thrust. Also when i fly the quad without any payload, it is able to fly for 10 min at 20A current draw (4 motors).
But with a payload of 300g, the quad is not able to lift-off and draws just 27A current against the max current draw of 36A (4*9A).
Specs:
Motor: 850kv
Battery: LiPo 3s-4200 mah
Prop: 10*4.5
ESC: Emax 4in1 25A esc
All up weight : 1.8kg
Autopilot: PixHawk
Could someone please tell me what is limiting the motor to draw 9A at 100% throttle ?

If you check on the status of the FC, does it really send 100% throttle to the ESC?
in any case, he needs at least 10% margin to be stabilizing.
You'll need 11x4.7 props for get the current draw and lift you require. You're using about 220W without payload but need more with it. To get more power either increase current (- larger props) or voltage (- 4 cell battery) or both.
Some motors also just cannot provide more power, will just get hot and maybe burn out or heat-damage the magnets so check for heat build-up.
