I think FAA and EASA will have to develop some kind of framework to get UAV licensing. The problem is costs. Can they come up with some sort of licensing structure that does not cost an arm and leg for individuals or comapanies to get small UAV licensed to fly in public space. To be fair to them there are huge hurdles that need to be overcome.
Wonderful news! Perhaps these guidelines can be adapted for agricultural use of air-borne sensors, as well. It might be awhile before it's okay for me to autonomously patrol my property, though.
