For all planes of significant size, (and fuel volume) where main fuel tanks are not in wings, you would have main fuel tank onboard at CG (between wings) - so I guess that's stopping you from placing the other tanks there..
The payload fluid, can then be in two separate tanks in front of and behind main tank. - use two pumps and monitor elevator trim/elevator PWM during level flight , if it goes out of normal range, it's likely that an uneven amount is being used - requires no programming in the aircraft, just monitoring/alarm in GCS.
To improve safety/reliability you should also use capacitive level sensors in tanks, and flow meters , have a microcontroller onboard or AP monitor actual level , pumps and flow. - this will gurantee proper CG regardless of difference in pumps/nozzles etc.
