I am wondering how they are used and/or implemented. I want to be able to use the "MAV_CMD_DO_SET_RELAY" command but am unsure on how to do it.

Hi Trevor,
You can select the commands from the Flight Planner page on Mission Planner when you are planning your mission, you can select the mavlink commands from the dropdown box when you click on the down arrow beside waypoints in the commands column, have you seen here
Do set relay works with APM1 which has a built in relay.
