Ok, right now I have a futaba 7c 2.4ghz transmitter set to fail-safe mode, so if the radio signal is lost, the throttle is supposed to stop correct? However, if I put power to my airplane and motor while my transmitter is turned off...the throttle goes to full power.... Is this different than just losing the signal while the transmitter is on? Solutions to this problem?

See pg.40 of the attached PDF copy of the users manual.Pay particular attention to the first example in the box at the center of the page, the second box under the inputs column explains setting the throttle position.
Also check out the explanation here in the wiki, a different method, but it will also set the throttle to a predetermined position (about 40% I think).
