Presently, using a Mode 2 R/C transmitter, the right joysticks, Elevator (pitch) joystick and Aileron (roll) joystick are used to control the skid steering.
The Elevator joystick controls the forward and reverse speed while the Aileron joystick controls the right and left turns.

Does the left stick do anything ? Can I use it to control a pan/tilt mechanism ?

You can use the left joysticks (Rudder/Throttle) for whatever you like.

let me ask one more question, is the right stick self centering ?

In a Mode 2 R/C transmitter, the right joystick will be self centering.
The left joystick will have the rudder as self centering only.
