I was wondering if I could splice power off the jst connector on the IRIS's belly to power the 3DR FPV.

Or should I splice into the main power using something like this?

after pulling out a blown iris esc i have heres the regulator for the jst plug.

I dont know what the combined amps would be of the two, but you can easily measure it, or find the info online

I am no electronics genius, but common sense tells me I need to step it down to a voltage that is in the transmitter specs.
"Power Supply: DC 7-12 volts - Current Supply: 850mA"
So it looks like the belly jst won't have enough juice. I don't think I will even try it. I am just going to solder this directly to the main leads from the XT60 battery connector.

I just looked at the wiring diagram because of your quoted piece there. The jst outputs 12v for my vtx. On the diagrams and in the pics the jst is soldered to the power in and ground. the third pin (the one above the jst ground in the second picture) is the voltage out. So it will definitely run your fpv gear. now that we know its not going through that TI switch the question of the amperage comes back up. But with it being printed on the board I would feel pretty confident in it being able to handle a 200mw vtx and the tarot gimbal.
I just looked the two up, and your vtx at .85A and the gimbel at .5A gives less than an amp and a half. The wiring will be more than enough for that. Powering both of of the stock gimble plug wont be a problem.

I was having issues with the gimbal turning on, so I re-spliced the wire to it. negative and positive crossed for a split second and the whole thing went up in smoke.
Ordering a new board. FML
I had my iris crash in about 4 inches of water and one of the 4 escs on the board burned up. Its crazy how much of that magic blue smoke they pack into these things at the factory! if you pull that black heatsink off you'll see the 4 banks of electronics for each motor. Odds are one is gunna look not like the others.
So it sounds like you had the board powered while soldering it?

Maybe I'll go the filtered balance lead route...
