That should be right. The default is 15.
I downloaded the parameters and MP shows it in cm/s
WPNAV_SPEED 1500 Defines the speed in cm/s which the aircraft will attempt to maintain horizontally during a WP mission

I think you are talking about the DO_CHANGE_SPEED mission command? In that case, yes it is m/s.
