something that might replace a RC transmitter, is it feasible?

After finishing several life cycle of designing and making the prototype of HeX, we came across an idea demonstrated in the following picture:

As you can see in the photo, what if there is a gadget which can be plugged on an iPad and turn it into a RC

Do we need a licence for HeX to fly?

Is it true that in US a UAV maker or manufacturer need a licence before they can sell or fly their air vehicles? And FAA is the body who give the approval and issue that licence?
