I've discovered its origins. It's a Radioplane (later Northrop) Basic Training Target which has its genesis in the '40s. Powered by a McCulloch 4318 4-cylinder boxer engine.
Drones go back to the late 1930's and it looks like thats a 1950's uav, it is interesting.
