Hi Darius, this is actually a snow sled. It will run in the water but the "hull" shape is wrong for water and it is hard to steer. It works good on snow and will go on grass, dirt, and pavement. As far as noise, it is electric which is quieter than gas, but still makes noise like a plane or quadcopter would.

Can airboat be built to be low-noise at night, floating at low speed ?
