@Gary, no but it's one of the biggest small aviation markets. I'm sure the EU and other large markets have similar requirements. It's basic safety.
Does anyone know if you can you license something like this under the FAA as an experimental aircraft? Does a parachute count?

You really don't understand how this works at all do you?
they will likely have an onboard generator to power it, the advantage of fuel powered devices is when they fuel is used it is gone and weight reduces, unlike batteries, also fule has much more energy stores per weight measure vs batteries
