I was going to ask the same.
Where is your throttle in steady hover?
If it is above 50% then there is your answer.
Have you enabled IMU in logs and checked your vibration levels?
That will also effect hover.
the quad shoots upwards from a certain heigh(to which I fly in stabilize) not from the ground ofcourse
