I have noticed a fluctuation in VSI even while the quad is level, calibrated, stable, un-powered. I went as far as removing the ArduPilot from the quad and connecting it to my laptop and with no external interference/vibrations, I see a fluctuation up to +/- 1 on the VSI gauge.
What could be causing this and how do I mitigate it? Or is this normal?

Yes, I think that's just the effect of the "random-walk" behaviour of the baro which in turn pulls around the inertial navigation speed and position estimates a bit.
I believe that is very minor changes the Barometer is seeing but could be mistaken..
