"I use "football field" estimates. If it looks closer than a couple of football fields, it's too close. From an airplane, 500 feet looks REALLY close."

"It's not clear that the aircraft is breaking any rule. section c) of 14 CFR 91.119 states that over uncongested areas a pilot may not operate an aircraft  below "An altitude of 500 feet above the surface, except over open water or sparsely populated…"
