Here's a way to deal with the power issue - tether it to a boat that has a generator. Similar to this concept:
It would save countries lots of money. They wouldn't have to pay for targeting drones to practice with, instead they could just send their ships out and hunt Pirates Bay Server Drones.
What kind of drones I wonder? Certainly not the multirotor depected in the article.
Surely something floating would be more feasible?

The pirate bay is well know for grandiose schemes. I believe at one point they were also talking about buying an old satellite, and/or relocating to or buying Sealand. The only thing they have ever successfully done is move servers to other countries with less restrictive copy write laws.
They probably got this idea from the "Pirate Box", and I expect these to actually become very common over the next decade or so. I would be child's play for one of us to lift one of these devices with a drone. The only question would be would it have any value other than range to a legitimate user ?
