What does PV mean? Is this the budget for drafting the new rules?
Many years ago the FAA renumbered FAR Part 61 to move everything to odd-numbered paragraphs. When you see an even number, you know that the information was inserted since the Great Renumbering in 1991. Every Flight Instructor had to go out and buy a new Aviation Information Manual because we often referred to the AIM during training.
