Iv soldered the filter pads and made sure the quad is level. Only after 2-3 mins of flying does it start to drift. What could the problem be and how would I fix it? tune the system.pde?

I just loaded the latest firmware from APM planner. All went perfectly.
But now one of my motors is twitching. (see video)

I need to know what declination to put into APM Planner.
The website says 18.8 (see attached screenshot)
But it also says the declination is NEGATIVE.
So do I put 18.8 or -18.8 into APM Planner???

Iv attached a video of the problem.
I booted the copter up on a flat surface, then transfered it to my prop saver string.
In case you think it is the fact that Its hanging, its not. Same thing happens on the ground....

Could someone PLEASE explain this one to me!
