"Sorry to open such an old conversation.
But I had the same problem and think I have the solution.
The log_bitmask should be set to "nearly all" to log the CAMERA infos in addition.

I have the original one from 3DR, so no clone or something.
I bought a RTF system, this works perfect. And a spare one. From the spare one I build up a 500g quad, there I have this problem.

"Sorry I am at the moment not in the office but as far as i remember i solved the problem by inverting the channel. Like this it reaches the 1800 easily but on the other side it doesn't go very low on the other side.
